Q: Can't transfer content from iTunes on computer to iPhone

This article from Apple Support does not help me:

I do exactly as it says, and the items from iTunes (music & podcasts --  both mp3) appear to be put onto iPhone, but they never actually transfer over.  They appear as though they're on the iPhone when I look using iTunes on the Mac, but they're not actually there and cannot be played.  When I look on the phone itself, there is no trace of their existence.  I get no error messages or anything, but the files will not copy to the iPhone.


When I do look at the iPhone in iTunes on the Mac, I  can see the files that were supposed to be copied over but actually aren't, and they appear with an empty dotted circle to the left of each track.  This circle fills in as the files are transferred -- or they're supposed to, but they never actually do.


It's a royal pain and I've tried everything.  I'm using an iPhone 4 running latest version of iOS 7 (doesn't support 8), and Mac OS X 10.10.5 and iTunes 12.3.0.44.
