dictionary on iOS 9 is not working

The built-in dictionary is not working. When long-click a word in iOS app, the word will get selected and a menu bar appears above or below the word, and among the options in the menu is "define" option. However once I updated my iOS devices to iOS 9 or above, the "define" function no longer works. When I click into "define", "no definitionfound" is the message gets displayed rather than the definition of the word. On the

left hand corner, there is the manage option, when I click into that, I see all the dictionaries available to me, yet the ones I was using before can not be downloaded, and has a downloading bar besides them that is stuck.
