I bought a wall charger that scared me when it shorted out. It says, "...produced according to FCC, CE, and RDHS international standards."
Was it made by Apple? If not, talk to the manufacturer or whoever you got it from . Chinese manufacturers, among others, have not qualms about falsifying the certification stamps on their products.
It should be RoHS (http://www.rohsguide.com/), not RDHS, here is an example of a MacMini Delta charger.
