Was the terminal definitely configured for contactless payments?
Did the terminal display an error message - for example, card not available?

You may already be aware of this, but when presenting your watch for payment:
- The watch face should be facing and parallel with the terminal, aligned centrally with the contactless logo on the terminal screen and held closer than 10cm.
- It should be held in that position for up to a few seconds, until you hear the confirmation beep and haptic pulse.
If you try to use Apple Pay and experience a failed transaction, you can report it to Apple here:
https://www.apple.com/feedback/apple-pay.html
The feedback form enables you to report issues with specific merchants, transactions and payment cards, so can help Apple to identify and address problems.
