Q: ipod touch cannot access Internet after upgrade to ios9
I upgraded my iPod Touch to iOS 9. Now all my apps, including Mail and Safari say "not connected to Internet" but settings says that I am connected via WiFi. Any help appreciated.

No. I have tried it at the library and at several cafes with the same result

Yes. Three Macs, one Windows machine and one iPAD.
Try the following to rule out a software problem:
- Reset the iOS device. Nothing will be lost
Reset iOS device: Hold down the On/Off button and the Home button at the same time for at
least ten seconds, until the Apple logo appears.
