IOS 9 Cellular data Problem Even After Cellular Data Update

I updated my iphone 6 plus to ios 9, the cellular data mode start to turn to "off" mode whenever i make it "on". The problem is "safari"'s cellular mode can be "on" but for the rest of of the other programmes, you can not make it stay on "on" mode.

I also updated new update for this problem, then started my iphone as "a new machine", as Apple tecnical support told But nothing changed. I struggled 3 hours for this.

I can wait for Apple engineers to fix this but i don't understand when company says "we fixed it" when i saw "nothing fixed". i am bored of update problems. What was wrong with the previous one that you changed it. I don't understand.
