16gb iPhone 5s "Other" Storage Over 10gb

This has been a problem for some time now but I didn't really realize/look into it until I deleted a bunch of apps to make room after my phone told me I was out of storage. Not long after (without me downloading any more apps), my storage was at 0 bytes.

I synced my phone with iTunes to see if I could figure out what the problem was and the "other" section was shown to be over 10gb, which I knew was way too high. I've searched around for solutions and have already tried the following suggestions with no success:

  • the obvious delete saved texts, browser history, etc (which didn't even put a scratch in the space taken up)
  • turn off iCloud, sync and backup phone to iTunes, then turn iCloud back on
  • use PhoneClean (which ended up being worthless in fixing the issue) and iFunbox (I couldn't find any files taking up a ton of space with this either)

Also I will not jailbreak my phone and I don't have any music, videos, podcasts, or voice memos on my phone. I know backing up the phone, resetting it, then restoring is an option but I'd rather not do that yet if there's another solution.

Does anyone know what could be causing it/anything else I can try?
