What happens when you try?

Arranging Apps has remained the same in iOS 9 . Tap and hold on one App until they all start to shake, then drag them around as needed.

Is that not working?

If you 3D touch on an app that has support for it (ie. Phone, Messages, Safari, etc) and then after the 3D touch menu comes up let go and then hold down the app button again you'll be able to move your apps around.

I can only get to work when tapping on a folder. If tap and hold an app I get the taptic feedback but the icons do not wiggle so they cannot be moved.

Previously, to touch and hold to put your apps into "jiggly" editing mode, you could press as hard as you want. Pressing even made it easier to maintain contact for long enough to engage jiggly mode. No longer. Now if you press hard, you engage 3D Touch. So the trick is to not press at all. Just touch.

1. Go to your Home screen.
2. Touch your finger down lightly on an app icon you want to move or delete.
3. Wait a few seconds.
