There is no such thing as a 12GB phone. Maybe a 16GB phone? What version of the phone? I've updated all of my devices to iOS 9x and have not experienced any problems at all. I'm very satisfied with the updates. It depends on what you do, and if anything you use is not compatible with iOS 9 as well. You need to determine that based on your own device.
Don't update it!!! If you update straight from 7 to 9 you will experience many problems!! My problem right now is that theres a glitch where its a frozen on a screen and apple did fix this with another update but I don't have enough room on my iPhone to download this update and I cant delete anything because none of my purchased things from my phone will transfer to my library. And I have never backed up on my computer. So yeah. Its a pretty bad situation.

A plan is one thing, that has nothing to do with the capacity of the phone. What version of the iPhone do you have?

It's been nothing but a nightmare for me, and I usually know what I'm doing with my devices.

Again, I've not experienced any issues with updating my iPhone 5s or iPad Mini. Make sure you have synced all of your data with supported applications and have a backup either in iTunes or iCloud before updating. The latest iOS has addressed the Slide to Unlock issues many experienced during the original release of iOS 9, and it introduces several new features. In the end however, the decision is yours.
