and I'm in NYC.

As you said, it says "Transit is available on iPhone 5 or later ..."
But you have an iPhone 4S.
There is your answer.

OK, I admit defeat.
How did we get by without transit maps for the decades before iPhone? Not only can I find NYC transit maps using Safari, but I even find them on some restaurant walls out here in California.
