My daughter IPhone 4 is requiring her password for the cloud. She doesn't remember it or her iTunes password. When she try's resetting it online, it comes back and says she doesn't have an apple ID. What can I do

Is your daughter sure she ever created an Apple ID? If so is your daughter making sure she is using the right email associated with her Apple ID? She could be using a different email than what is registered under the account. The quickest way to figure this out if you dont want to spend time figuring it out on your own is to call 1800-MY-APPLE and speak with technical support. They have some extra tools they can access to verify your daughter and find out exactly what her Apple ID is.
Unfortunately, unless you know the Apple ID, there is absolutely nothing that can be done, you cannot use your mobile device. You may be able to find your Apple ID at Look up your old and forgotten Apple ID
