Q: ios9 "slide to upgrade"

When I downloaded ios9 on my iphone 4s, my phone became stuck on "slide to upgrade" From what I have read, I need to restore the phone from scratch and I am ok with this BUT since I have "Find My Iphone" is turned on, I have not been able to do this. I can't even erase the phone from my other accounts because "Find My Iphone" is turned on.

I have tried removing this phone from our account so that "Find My Iphone" will turn off but since the phone cannot even connect to the internet (can not get passed the "slide to upgrade" issue, this has not worked.

What do I do?
