iPhone 4s: is it too late to update to 8.4.1?

Hello. I tried searching for an answer but couldn't find anything. I'm not even sure how to phrase the question, to be honest.

Here's the deal: I have an iPhone 4s that's currently on 8.2. I want to upgrade to 8.4.1 since I've read that the latter is a better option than the former for the iPhone 4s. However, the only download showing up on my phone is for iOS 9, which I do NOT want for obvious reasons. Is there any way to go from 8.2 to 8.4.1 or am I stuck with iOS 9 as my only option? Is 8.4.1 simply lost to me at this point?

Since Apple only supports upgrading to the most recent version of the iOS that he device supports, I suggest you start a new question that gives a good title to a specific problem. Then in the body of the thread describe the problem in detail, tell us what steps you have tried so far to correct the problem, what happened, and what error messages you received.
