Why is 3D Touch not working on my new 6s?

Whenever I press any of the apps that should have 3-D touch it just ends up making my icons jiggle. This is the same as it used to do on my old iPhone. I have enabled 3-D touch and I have adjusted the touch settings. I do not have a screen protector on. Please help!
