Taking a long time to sign in on iMessage on ipad 3

Since downloading iOS 9 iMessage requires me to Sign In and activate iMessage every day.

After loading iOS 9 I changed my password, turned off and on iMessage and Facetime and reset my network settings.

Today I loaded iOS 9.01. After entering my id and password iMessage has been processing my sign in request with no response.

iPad (3rd gen) Wi-Fi, iOS 9.0.1
