After upgrade to 9.0.1

making normal call calls fails and Enable Wifi popups come.. why it is happening.. I am on AT&T with Iphone 6Plus

I have this EXACT problem. I am on AT&T

A little bit more color, it appears that calling landline works. Calling another iPhone user fails absolutely.
