App has randomly gone missing from iTunes Purchased list!

I'm trying to download an app that was removed from the App Store a while ago called Neato. It was a helpful note-taking widget and I loved using it. Over the last year whenever I restored I would just go download it again from my purchased apps list. This is also how I re-download apps like Flappy Bird and other pulled ones, but for some reason Neato is not showing up anymore even though I paid money for it and it should be in my purchased apps list (it has been up to these last few weeks). I do not have the ipa backed up unfortunately. Is there anything I can do? Is this a server bug or did Apple actually revoke my privileges to download it?
