Q: Itunes see the iPhone with ios9 but still wants to update it again

I have updated to IOS 9 on iPhone 5. Also have latest version of iTunes. but when i want to restore my iPhone to factory settings it wants to download the software again even though it says the software is up to date

iPhone 5, iOS 9.0.1

That is normal. An alternative approach would be Settings > General > Reset > Erase All Content and Settings on the device.
