I have and Iphone4s with the new upgrade 9.01. I can not call out anymore, the calls drop. Incoming calls do not show up or ring, they go straight to voicemail. Phone worked fine before the upgrade yesterday.

I have the same issue on iOS 9.0.2 and iPhone 4S. Nothing from If you can't make or receive calls on your iPhone - Apple Support helped me.
All was fine on iOS 8.4.1. Looks like a bug in iOS 9.
I just upgraded to 9.01 and all my calls drop and do not go through now. Also the phone will not ring anymore and it goes straight to voicemail. The phone never shows a call is coming in since the upgrade. Help!!!
