This is confusing and I have received various responses to this question.
Does Apple control whatever settings in email under a program on my MacPro?
Comcast handles my email (my email address is @comcast.net), but I use Entourage on my laptop.
Various suggestions say change from POP to IMAP. Entourage will not accept any changes; that is, if I
change the settings, it will not fetch mail.
Does Apple have any control over something like this?

No, you do, if you enter the correct settings it will work. If you need help with Entourage contact Microsoft, it's their product.
