    What OSX version?

    What specific app?

    There was an iPhoto app and the newer Photos app that was introduced in 10.10.3

    Applications are stored in the /Applications folder. They are impossible to remove by accident, because you need to authenticate as Admin before it can be removed.

     

    It is far more likely you have simply lost the Alias to Photo.app that was on the Dock. To replace that, open /Applications, locate Photo.app, and Drag its Icon to the Dock. The correct Alias will be created, and you should be fine going forward.
