Iphone 4S can not make or receive calls

I had the same issue with my iPhone 4s, with Sprint as a carrier, after updating to iOS 9.1

The number to dial is:

##873283# (then call that number).

That number updates the Sprint software.

Worked great for me - I hope this helps someone with a similar issue.
