Itunes is telling me my iphone can't be used because it requires a newer version of itunes, but everything i have is up to date. This didn't start until this newest round of updates. How do I fix it?

The message is referring to iTunes on your computer - that is what you've checked is up-to-date ?
Yes. I have checked and even tried to update it, but it tells me that I have the latest version of iTunes.
The iTunes > About iTunes windows shows version 12.3+ ?
ok so i have figured out a few things. 1. Itunes is not updated. 2. it tells me it can't update because i have to be running windows 7 or higher. I am running windows xp. I am assuming I am going to need to update windows before it will update itunes?
After the last updates when I try to plug in my phone to my PC I am getting this error message:The iphone can not be used because it requires a newer version of itunes. Go to itunes.com to download the lastes version. everything is up to date.
