Yes, this has happened to me as well.

It says that the library has been disabled, but I have it enabled on laptop and all devices.

On the laptop in preferences the library is enabled, but the upload process paused itself.

Following al the "learn more" and other instructions seem to just lead me in circles.

It seems like I've done all the things that should be done, yet the message like in twilsondallas's photo above continues... 4 days...

Luckily I have hard copies of everything, but still, very confusing and I would prefer to have this solved.

Any ideas?

Thanks.

I found this while searching another forum and it immediately dixed my issue! Very obscure, I have no idea how the setting got switched in the first place, as I never go digging around in my settings very much. ANyways, here it is for anyone else who may be experiencing a mysterious disabled library:

I found a VERY OBSCURE place that turned it back on.

Can't be done from website. Must be from iDevice.

In iCloud, Storage, Manage Storage, iCloud Photo Library. Click "undo delete" will turn it back on and toggle that setting to "disable and delete".

Disable and Delete: "If you want to stop using iCloud Photo Library and recover storage................"

Problem solved. Could not find this solution anywhere on Apples support forums or by google. Nor was this listed in ANY of their own help documentation.
