Q: Can't change the region (credit Card)

There is a app that I want to download and I need to change my region to Korea to download it. The region is currently US on my ipod touch right now. I don't have ANY money on my account and I haven't use ANY money yet. I tried changing it but it kept telling me to put in a credit card number and stuff, and there isn't a 'none' option. Please help, thanks!

It is my understanding that one needs to reside in the country - and have credit/debit card from - the country's App Store is.

Are you currently in Korea ? You have to be in a country to use its store. If you aren't then you could try contacting the developer and ask them to grant Apple a license to put the app in your own country's app store.
