"Documents in the cloud" generally refers to Pages, Numbers, Keynote and Preview files (although you can store other kinds of files) which you've specifically saved to the iCloud Drive using those applications. These files are not really considered a "backup".
An iCloud Backup refers to a specific and entire set of iOS files and settings from which you can recover an entire iOS device (e.g. an iPhone). This is different from the iCloud Drive. You cannot easily "access" such a backup (i.e. you can't get to an individual file) - you can only recover an entire iOS device from it.
You will get the message that you've seen if you try to use icloud.com from an iOS device - you can only use the website to access iCloud Drive from a Mac. What you need to do is install the iCloud Drive app (you can do so in iOS9). Go to Settings - iCloud - iCloud Drive. Make sure it's turned on, and also turn on "Show in Home Screen". Alternately, you can also access your saved Pages, Keynote and Numbers files from those specific applications.
