Calendar is Locked. Due to account maintenance, Calendar is currently unavailable.

I can't sync my Calendar. Message is:Calendar is Locked

Due to account maintenance, Calendar is Currently unavailable.

When you press ok on the message a ! in a yellow triangle appears. It's been this way for almost a day.

Can anyone help fixing this. I've turned off iCloud and relogged back in. Disconnected and reconnected network. Powered the iPhone on and off. This happened after iOS 9 upgrade.

iPhone 4S, iOS 9.0.1, windows pc

Same issue from today. Have you guys been able to sort this out at all? I have contacted Apple to no avail. I spoke to an Apple representative, who then escalated the matter to an engineer. Logging out and back in again was of no help: all services work, but no calendar.
