It does sound like there has been some liquid damage to your iPhone which may be causing the issue with touch screen response. I understand that your first priority is to ensure that all of your data is safe as well.
If you previously have been backing up to either the iCloud or to iTunes on your computer, your information will be saved in that backup. The first attached article will give you more information on backups.

Moving forward, I would suggest that you have your iPhone evaluated for service at either an Apple Retail Store or an Apple Authorized Service Provider. Information on this process can be found in the attached article below. *Please note that you can change the country from the drop down menu on the top left of the page if you are not in the United States.

I understand that your personal data is very important and you want to make sure it is safe. If you previously had been backing up your iPhone to iCloud or iTunes on your computer, you can restore a working iPhone from that backup to recover your data. Information about restoring from a backup can be found in the attached article.
