It sounds like you are either being prompted for an Apple ID password or a 4-6 digit passcode after having restored your phone. If it is an Apple ID password that would likely be due to Activation Lock. This article has more information on being unable to activate your phone due to that:
If you can't activate your iPhone
If it is a 4-6 digit passcode then you will need to restore again but not from a backup:
If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled
