Apple Pay can't add card please try later or call bank

HI just need a little help I've updated to os2 and for some reason my cards have gone on Apple Pay when I try to re add them it says set passcode witch I do then when I add cards it comes up every time carnt add card please try later or call the bank I've called the bank they were clueless I have 4 cards in total all different banks and still not one will add on to my watch does anyone have the same or can advise me please
