How do I turn on cellar data on Facebook after I downloaded iOS 9.0 and 9.1 on my iphone 4s 8GB?

I cannot turn on my Facebook app, Safari and other application on my iPhone 4S's cellar data. Using WiFi works on those apps but not on cellar level. It happened after I downloaded ios 9.0 and 9.1. My iPhone 4S 8GB...

Will it be fixed? Do I have to get new iphone? I paid a lot of money on my first iphone.
