I upgraded to IOS 9, after which I am not able to access my contact List. Every thing is grey. I cannot make calls but I can receive calls.
Please help.

Assuming you had your contacts saved on iCloud along with your other information, then as soon as you log into iCloud (in settings go to iCloud) then your contacts will be updated.

The screen is responsive to touch.It is only on the Phone icon that nothing works.
Thank you gcarmel, My problem is solved after I log in to icloud.Now I am able to make calls and access my contact List.
This solution helped me to solve iOS 9.0.1.
However, after upgrading to 9.1 it came back.
And the solution doesn't help anymore.
Does anyone have another solution?
