The Device Icon on the Top Left row does not appear... How to activate it?

I opened my iTunes desktop and there is no Device Icon or the Side Menu (Just Clear Blue) . When I select Devices and view... All the items (sync, transfer Purchases, Back-up, etc) are all inactive. I checked on my preferences and my devices name are still there. Just that I cannot sync them anymore.

I am on latest iTunes V12.3 already and my iPhone and ipad are at iOS 9.0

How to enable my Devices Icons and menu again. thanks
