Can I use a USB 3.1 Type C Male to USB 3.0 Type A Male charge a Macbook?

Can a USB 3.1 Type C Male to USB 3.0 Type A Male charge a Macbook?

I recently bought such cable and used it to charge using the normal iPhone Charger.

It shows that it is connected to power supply but not charging and the battery percentage keeps dropping?

Yes, you can, but you have to have a powerful charger. iPhone's is not. iPad's might be better.

My Anker 5-port (25 W, 2.4 A per port) charged Macbook fine, but I have only tried a sleeping MacBook overnight. Another charger at the office charges slower than Macbook consumes.
