no option to add a fingerprint passcode

I just upgraded to ios9 on my iphone 5c. I understand that I should have the option to add a fingerprint id for a passcode and add a 6 digit passcode. I have neither of these options. All I have is an option to turn off / on my 4 digit passcode or change my passcode to another 4 digit code.
