Why can't I open powerpoints from safari on my iPad or iPhone since iOS 9 update

i used to be able to download PowerPoint presentations for my classes off the internet. They would open on my iPad in safari in a new window. I would then us the 'open in...' Function to open them into PowerPoint. Since iOS 9 this 'open in...' Function is gone for PowerPoint. I still exists for PDFs. What happened? this is a huge function for me.... Very frustrating! Is there any way to fix my issue?

IIt's very disappointing, Apple should led have warned users about this major loss of functionality. I wouldn't have upgraded if I had known. Since this isn't a covered hardware issue, it would cost $50 to speak to Support. New slogan: it just doesn't work.
