How do I pay for an unbilled thing

i literally cannot pay for this unbilled thing and i have no clue on how to pay for it and this website is so useless at providing useful information let alone actually allowing me to pay for it and i cant do anything on my phone and its so stressful.

SOMEONE HELP ME PLEASE!

To see which order you need to pay for, view your purchase history on a Mac or PC:

See your purchase history in the iTunes Store - Apple Support

When you sign in to the store, you might see a message that there was a billing issue with your last order. Click the Billing Info button to see the order.
