is there anyway that I can download my pictures from my compter destop to phone without using itunes sync?

I recently just upgraded to the iPhone 6s but when I was at AT&T the consultant told me that I was not able to copy my photos from my old phone to my new phone using iCloud. Everything on my old phone has been restored, but I saved my pictures on my desktop. Is there anyway to get them back on my Iphone without using iTunes sync? help!!
