Does iOS 9 upgrade have default setting in cellular data 'WIFI ASSIST' for when you have a weak wifi connection? It all over the Internet, and was wondering if this default setting would actually use more of your data plan?

Yes it can and will use more of your data plan if you have a marginal wifi connection. Turn the option off if you have concerns about excessive cellular data use.

The default is on. You can turn it off in Settings > Cellular > and then scroll all of the way down -- it is right above Reset Statistics.
