Thank you for visiting Apple Support Communities. I understand you have been able to backup your iPhone 4 in the past but are now getting a message, "The last back up could not be completed."
I'm glad you are backing up your iPhone, always a great policy. Although I'm not finding that exact error, please check out these articles depending on how you are backing up.
