Live Photos won't play automatically when swiping through photos

I can't get the Live Photos to play the short, one second preview when swiping through the Live Photos in the photos app on iOS 9.0.1 on both an iPhone 6s and 6s plus. They only play when hard pressing on the photo. This is happening on both my phone and my wife's phone. Both were restored from iPhone 6 backups using the latest version of iTunes on the latest Mac OS X.

If I reset the phone and set up as new it works as it's supposed to but I don't want to set it up that way as it could take hours to configure all of the apps and passwords as well as losing all of my text message history. I called apple and they say I may have to do it this way for it to work.

Is anyone else having this issue and know of a simpler solution to fix it?

thanks!

I figured out what the issue was. I had the "Reduce motion" setting turned on in my backup. I didn't care for the parallax effect before but with the Live Photos feature, it's worth turning on.

To play the full clip yes, but it will play a short preview when swiping through the photos. my coworker's and my brother' a phone does it and as I mentioned it also worked when I set up the phone as new but not when I restore my previous iPhone 6 backup to the phone.

This is how it should work starting around the 1:37 mark: http://youtu.be/7iQpT62Bri4
