Why can't I restrict cellular data use on my daughters iPhone 5?H

My daughter's iPhone 5 used to restrict the cellular data use so my daughter could not enable cellular data for specific apps. This feature no longer works. I have enabled restrictions and have enforced "don't allow changes" under cellular data use. Despite this, my daughter can still turn on or off cellular data use for each individual app in the cellular settings. Please fix this bug.
