How to disable apache web services in Server 5.x

So has anyone found out a way to totally disable web services in Server 5.x?

For example in 4.x you could delete the org.apache.http.plist file in /System/Library/LaunchDaemons and that would take care of it but Server 5.x seems to be running differently.
