My new iPhone 6s just shows a spinning circle when it looks for bluetooth devices to connect with. On 9.0.1
I have exactly the same problem. It's not showing any devices to connect to. I reset network connections and did hard reset. No change.

When i tried to pair with my Bluetooth mini the first time
It took 10 minutes but now it connects right away.
Just leave it for upto 10 minutes to pair.
Mine is fine now with iPhone 6s

Many devices are required to be put into pairing discovery mode read the manual how the device is put into that
