You should be able to drop a file with a .txt extension right on top of your Numbers app icon and it will open.
You can also open up Numbers first and then choose open from the File menu and open that same file.
If... you have a tab separated value file with the extension of .tsv neither of the above steps will work.
However, you can have a Numbers worksheet open, blank or not, and drag that .tsv file right into the sheet and it opens up.
open Numbers,
drop the file on the the Numbers icon in the dock OR open the file using the menu item "File > Open"
If it's tab-separated data and you want it in an existing table in an existing document (as opposed to importing it into a new document) you can open the file in TextEdit or another text editor, command-a to select all the text in the editor, command-c to copy, click once in a cell in the table where you want the data, and command-v to paste.

I tried with both a TXT and a TSV extension on the file. Neither worked. I finally went to my Microsoft Excel:Mac 2008. It imported the TXT file as a Fixed Column, and work fine. How do I import a Fixed Column file and what extension should I use?
Can you share what you did? Step by step?
Can you email the file to me to try? My email is in the bio of my profile
