Move to iOS requires Android 4.0 or higher. So, unless you can update your phone to that version of Android, you'll have to find other ways to migrate your data.

I have Android version 4.0.4 on a Samsung Galaxy S2 LTE (GT-I9210) and it's not working. It's always giving the error "Unable to migrate".
