when i select a live wallpaper for lock or home screens it becomes a photo and not live.
how do i fix this?

I may be off base but you do understand that Live and Dynamic are not the same?
Live requires the 3D screen press to animate.

3D press on lock screen works but not on home screen.
I have Verizon.
You would think they would call it "can be animated with 3D press" wallpaper and not "Live" which could denote constant motion.
Maybe in iPhone 7 or 8.

ok, so i had the same problem on my phone but then i realized that you have to hold on to the screen for it to work. it only works in the lock screen or if you have a blank page on your home screen. also, you can adjust the the 3d touch sensitivity. i made mine go from medium to light touch, so i can touch my screen and see the wallpaper "move." i still haven't figured out how to make it move on its own. but i don't think you can do that... yet.
yes....it only works on lock screen and have to actually press with entire finger
Try too turn off Low power mode 🙂
