I bought an ipod touch from a friend and its only showing a picture of the charger

If you mean the USB cable and an iTunes icon then
Connect the iOS device to your computer and restore via iTunes. The iOS device will be erased. Place the iOS device in Recovery Modeif necessary to allow the restore.
If recovery mode does not work try DFU mode.
