My Photos library in iCloud won't update from any device

I have a Macbook Pro, iPad Mini 2 & an iPhone 6. I have an iCloud Photos Library of around 6,250 photos, and 451 Videos.

The MBP was recently reformatted, and since the reformat, Photos for Mac is telling me that there are 48 photos on the MBP, and it is "updating". There is no apparent flow of photos in either direction. If I select "Preferences">"iCloud", there is no progress showing on the progress bar after a week.

The iPhone 6 is refusing to update in either direction. There are now 192 photos & 1 video on the iPhone, and the bottom of the Photos app is saying that it is uploading 327 photos (a discrepancy of 134 photos -- which may be "burst" photos?).

The iPad & iCloud are showing no new photos from either of the other 2 devices, and both are showing 451 Videos & 6250 Photos are on both.

The MBP is up to date with updates, and both iPhone & iPad are running iOS 9.

Any ideas why the MBP Photos & iPhone won't update,

Hello MooMuir,

I understand your MacBook Pro was recently reformatted and now your iCloud Photo Library is not on it and it doesn't sync with what is in the cloud. Your iPhone 6 is not updating either. Was any change made to the iPhone?

Most things I read talk about uploading the library from the Mac to iCloud, but there's a section in this article about downloading them.

Photos and videos

You might already have a copy of your library in iCloud Photo Library and the last 30 days of photos in My Photo Stream:

If you enabled iCloud Photo Library, your photos and videos are automatically uploaded to iCloud at full resolution. To make copies of these photos and videos:

  • In iOS 8 or later, tap Settings > iCloud > Photos. Then select Download and Keep Originals and import the photos to your computer.
  • In OS X Yosemite v10.10.3 or later, open the Photos app. Choose Photos > Preferences, then select Download Originals to this Mac.
  • If you want to download a few photos or videos, you can use iCloud.com to download the most recent version of photos and videos to your computer.

Please try those steps to get the photos downloaded back to the computer and iPhone.

I believe that my issue has been solved by upgrading to El Capitan. I had updated the iPhone & iPad to iOS 9, and in doing so updated the Photos library on iCloud. I believe that the slight mis-timing of the El Capitan release, it left me in a position where I was unable to read the updated library on my Mac.

El Capitan upgrade done, photo library is now fixed.
