It is not as Forbes claims limited to El Capitan as is stated at http://www.apple.com/feedback/photos.html but effects all versions of OS X since 2012 when GateKeeper was released.
Apple is aware of the problem and working on a solution.

installing apps from anywhere other than the original vendor sites. Also, if the
vendor themselves are not reputable and do not maintain secure sites it can be a
problem.
Or, as in the case of the Xcode attack, the vendor does not use development tools
directly from Apple.

has features present in El Capitan. So, see what's next.

I can't say I expected any less though. With the world all getting it at same time. Why do Apple insist on doing that, why not release in each country as they hit the release date... oh wait, that would mean Cupertino would be one of the last places to get
